Reclamantul s-a născut în 1957 și locuiește în Saraievo. Ea participă în mod activ la viața politică a țării. Printre altele, în 2002 a fost candidată a Partidului Social Democrat din Bosnia și Herțegovina pentru alegerea parlamentului unei Entități. Întrucât reclamantul nu declară afiliarea cu niciunul dintre „poporul constitutiv” (de exemplu Bosniaci, Croați și Sârbi), dar pur și simplu ca cetățean al Bosniei și Herțegovina, ea este ineligibilă să fie alegetă la a doua cameră a parlamentului de stat (Camera Popularelor) și la șeful de stat colectiv (Președinția).
