Reclamantul s-a născut în 1963 și locuiește în Saraievo. Reclamantul aparține minorității etnice albaneze ale BiH. El participă în mod activ la viața socială și politică a țării. La 26 august 2010, reclamantul a obținut confirmarea scrisă de către Comisia Electorală Centrală a faptului că în conformitate cu Constituția membrilor Bosniei și Herțegovinei minorităților etnice nu au fost eligibili să fie alegeți pentru Președinția și Camera Popularelor Adunării Parlamentare a Bosniei și Herțegovinei.
