Reclamantul s-a născut în 1987 și locuiește în Chișinău. Reclamantul a fost arestat la 19 iulie 2010 pentru acuzații de trafic de ființe umane și a fost reținut în închisoare nr. 13 în Chișinău până la 15 martie 2011. Potrivit ei, condițiile de detenție erau foarte sărace. În special, reclamantul a susținut că celulele erau suprapopulate, murdare și rece, fără acces la aerul curat sau lumina zilei de zi, fără alunecare, alimente de calitate foarte slabă, dușuri doar o dată pe săptămână, numai apă rece și hainele trebuiau spălate și uscate în celulă.
