INFORMAȚII PROCEDURALE
După o examinare preliminară a admisibilității cererilor pe 4 decembrie 2025, Curtea a decis, în conformitate cu Regula 54 § 2 (b) din Regulamentul Curții, că notificarea cererilor ar trebui dată Guvernului Rusiei.
Se observă că aceste cereri privesc incidente care ar fi avut loc în zone sub controlul sau ocupația Rusiei în Ucraina, ridicând chestiuni complexe privind responsabilitatea unui stat pentru acțiunile agentului în teritorii ocupate.
Reclamantul Mykola Ivanovych Sotnichenko și ceilalți reclamanti susțin că au suferit încălcări grave ale drepturilor lor fundamentale, inclusiv dreptul la viață, dreptul la libertate și siguranță, și dreptul la protecția fizică de rând cu alte drepturi.
Prin notificarea acestor cereri, Curtea intenționează să colecteze observații din partea Guvernului Rusiei și să determine în ce măsură un stat ocupant are obligații sub Convenție cu privire la protecția drepturilor persoanelor din teritoriile ocupate.

PROCEDURAL INFORMATION
Following a preliminary examination of the admissibility of the applications on 4 December 2025, the Court decided, under Rule
54 §
2
(b) of the Rules of Court, that notice of the applications should be given to the Government of Russia.
It is to be noted that the issue of jurisdiction over the area where the incidents giving rise to the complaints allegedly took place has been examined and decided by the Grand Chamber of the Court in the case of
Ukraine and the Netherlands v.
Russia
([GC], nos. 8019/16 and 3 others, §§ 327-66, 9 July 2025). The Grand Chamber’s finding will then be applied in these individual cases.
In some applications, other complaints were raised. Their examination has been adjourned, or they have been struck out of the Court’s list of cases or declared inadmissible by the Court, sitting in a single-judge formation, assisted by a rapporteur as provided for in Article 24
§
2 of the Convention.
In the enclosed table, whenever an applicant is referred to using initials, this indicates that the Court has authorised anonymity for that person, whose identity will not be disclosed to the public (Rule 47

4).

The applications concern complaints raised under Article 1 of Protocol No.
1 and Article 13 of the Convention relating to damage, destruction and/or continuous lack of access to property arising from the conflict between Russia and Ukraine and the lack of any effective remedy in domestic law which are the subject of well-established case law of the Court (see Ukraine and the Netherlands v.
