CUARTA DECIZIE A SECȚIEI Nr. 36642/17 Györgyné KOBZA și alții împotriva Ungariei (a se vedea tabelul anexat) Curtea Europeană a Drepturilor Omului (a patra secțiune), ședința la 29 august 2019 în calitate de comitet compus din: Stéphanie Mourou-Vikström, președinte, Georges Ravarani, Jolien Schukking, judecători și Liv Tigerstedt, grefier adjunct al secțiunii interioare; Având în vedere cererea depusă la 15 mai 2017, având în vedere observațiile prezentate de guvernul contestat și observațiile prezentate în răspuns de solicitanți, după deliberare, hotărăște după cum urmează: FACTE ȘI PROCEDURĂ Lista reclamanților este stabilită în tabelul anexat. Plaga reclamanților în temeiul articolului 6 § 1 din Convenție privind durata excesivă a procedurilor civile a fost comunicată guvernului maghiar („Guvernului”).

Plaga de drept în temeiul articolului 6 § 1 din Convenție (lungimea excesivă a procedurilor civile) În prezenta cerere, după examinarea tuturor materialelor dinaintea acesteia, Curtea consideră că lungimea generală a perioadei relevante, mai mică de doi ani și trei luni, timp de un nivel de competență, nu a depășit un timp rezonabil în sensul articolului 6 § 1 din Convenție. Având în vedere cele de mai sus, Curtea constată că această plângere este în mod evident bolnavă întemeiat și trebuie respins în conformitate cu articolele 3 și 4 din Convenție. Din aceste motive, Curtea declară în unanimitate cererea inadmisibilă.

DECISION Application no. 36642/17 Györgyné KOBZA and others against Hungary (see appended table) The European Court of Human Rights (Fourth Section), sitting on 29 August 2019 as a Committee composed of: Stéphanie Mourou-Vikström, President, Georges Ravarani, Jolien Schukking, judges, and Liv Tigerstedt, Acting Deputy Section Registrar, Having regard to the above application lodged on 15 May 2017, Having regard to the observations submitted by the respondent Government and the observations in reply submitted by the applicants, Having deliberated, decides as follows:

FACTS AND PROCEDURE

The list of applicants is set out in the appended table. The applicants’ complaint under Article 6 § 1 of the Convention concerning the excessive length of civil proceedings was communicated to the Hungarian Government (“the Government”). THE LAW Complaint under Article 6 § 1 of the Convention (excessive length of civil proceedings) In the present application, having examined all the material before it, the Court considers that the overall length of the relevant period, less than two years and three months, for one level of jurisdiction, has not exceeded a reasonable time within the meaning of Article 6 § 1 of the Convention. In view of the above, the Court finds that this complaint is manifestly ill ‑ founded and must be rejected in accordance with Article 35 §§ 3 and 4 of the Convention.

For these reasons, the Court, unanimously, Declares the application inadmissible.
