The applicant, Mr Salih Karakuș, was born in 1990. The applicant’s complaints under Articles 10 and 11 of the Convention concerning his rights to freedom of expression and freedom of assembly were communicated to the Turkish Government (“the Government”) on 3 October 2018. The Government’s observations, dated 20 March 2018, were forwarded to the applicant on 26 April 2018. By letter dated 9 August 2018, sent by registered post, the applicant was notified that the period allowed for appointment of another representative and submission of his observations in reply to the Government’s submissions had expired on 2 July 2018 and that no extension of time had been requested.
